In the report titled ‘Looking Ahead for the European Agriculture and Food Sector’ prepared within the scope of the ‘Strategic Dialogue on the Future of EU Agriculture’ process, the challenges and opportunities in the field of agriculture and food are assessed and recommendations for the way forward are grouped under five pillars. The report emphasises that food and agricultural production are among the key components of European security and play a strategic role in the new geopolitical context.

The report, which assesses the challenges and opportunities in the field of agriculture and food, presents forward-looking recommendations under five pillars. The recommendations in the report are expected to guide the preparatory work for the agriculture and food strategy, which EU Commission President Ursula von der Leyen aims to present in the first 100 days of her second term in office.
The recommendations presented in the report are grouped under the following topics…
- Transition to sustainable, resilient and competitive food systems: The need to modernise the EU Common Agricultural Policy and the importance of strengthening the position of farmers in the food value chain are emphasised. The role of access to finance, trade and international standards in the context of sustainable and competitive food systems is assessed.
- Transition to sustainable agri-food systems: Recommendations under this heading address supporting and promoting sustainable agricultural practices, including livestock farming, and call for raising awareness on animal welfare and encouraging consumers to choose sustainable and balanced diets.
Managing risks to agriculture and food…
- Risk management and resilience: It emphasises the need to strengthen risk and crisis management in the face of environmental, climate, geopolitical and economic risks, to better protect and manage agricultural land, to promote ‘water-resilient agriculture’ and to develop innovative plant breeding approaches.
- Making the sector attractive: It discusses what needs to be done to attract new generations to work in the agriculture and food sector and to promote life in rural areas.
- Access to knowledge and innovation: Facilitating access to new skills and knowledge and taking advantage of the opportunities offered by digitalisation.
The report emphasises that food and agricultural production are key components of European security and play a strategic role in the new geopolitical context. It is stated that the transformation of agri-food systems in Europe brings with it conflicts of interest and some challenges, all of which can be resolved through compromise, and some policy recommendations are presented:
- The process of transformation of agri-food systems should be initiated without delay.
- The role of farmers in the food value chain should be strengthened. Cooperation and dialogue among all actors along the food value chain should be supported.
- Policy measures should be consistent and enabling conditions should be created.
- The role of young people in agriculture and rural areas and the diversity of food and farming systems are of great importance for Europe.
- Environmental, economic and social sustainability should be seen as mutually reinforcing.
- Opportunities for technology and innovation should be exploited to support the transition to sustainable agri-food systems.
