Iraqi Prime Minister Mohammed Shiya al-Sudani is scheduled to visit Ankara for the 4th meeting of the High Level Strategic Cooperation Council, where the recent regulations imposed by the Iraqi central government on customs, known as the 72 Hour Rule, will be a key topic of discussion. These regulations mandate that goods entering Iraq and destined for Southern Iraq must be delivered to the South within 72 hours through a new manifest issued at the border crossing. The Chairperson of Southeastern Anatolia Cereals, Pulses, Oil Seeds and Products Exporters’ Association, Celal Kadooğlu, emphasised the significance of resolving export obstacles with Iraq, a primary export destination for Türkiye.

Kadooğlu highlighted the challenges faced by exporters due to the 72 Hour Rule and expressed optimism for a resolution during PM al-Sudani’s visit to Ankara. The requirement for separate manifests per vehicle and even per item of goods in Northern Iraq has disrupted exports, particularly as the logistical setup of Turkish exporters relies on storage and distribution centres in that region. Kadooğlu underscored the urgency of addressing these issues to prevent operational disruptions and financial losses for exporters.
The impending meeting between PM al-Sudani and Turkish officials presents an opportunity for dialogue on enhancing economic ties and addressing the hindrances faced by exporters, notably the 72 Hour Rule. Kadooğlu expressed hope that President Recep Tayyip Erdoğan would take decisive action to rectify the situation and provide positive outcomes for Turkish exporters.
Pointing out that efforts are underway to engage with relevant authorities to find solutions and ensure smooth trade relations with Iraq, a crucial trading partner for Türkiye, Kadooğlu added, “The proactive engagement between the Turkish government and exporters reflects a commitment to overcoming challenges and fostering continued economic cooperation between the two countries.”
