Frost, hail, drought: The climate crisis is reshaping the agricultural risk map
Is the risk map of the past sufficient to protect agriculture in a changing climate?
The impact of extreme weather events on agricultural production is steadily growing. In 2025, agricultural frost affected 16 crops across 65 provinces, while TARSİM’ (Insurance of Agriculture – Agricultural Insurance Pool) total damage payments to producers for the year reached 35 billion TL.
Frost, hail, drought, excessive rainfall and heatwaves are becoming increasingly critical risk factors in agricultural production. According to data from the Ministry of Agriculture and Forestry, the agricultural frost event of 2025 affected 16 crops across 65 provinces. That same year, TARSİM paid a total of 35 billion TL in damages to producers for disasters—primarily frost, but also hail and drought.
The General Directorate of Meteorology’s 2025 meteorological drought assessment also reveals the geographical spread of this risk. The analysis indicates that drought affected the entire Marmara Region, as well as vast areas of the Aegean, Mediterranean and Central Anatolia regions.
As the impacts of climate change on agricultural production become increasingly apparent, phenomena such as drought, prolonged high temperatures and shifting precipitation patterns—alongside frost, hail, and excessive rainfall that can cause severe damage in a short time—are creating a broader risk landscape that affects everything from production planning to crop yields.
Pointing out that both the frequency and nature of agricultural risks are shifting due to climate change, Murat Çiftçi, CEO of IBS Insurance and Reinsurance Brokerage, said, “The insurance sector must adapt to this change at the same pace.”
