At the Agricultural Production Planning Board meeting, chaired by Deputy Minister of Agriculture and Forestry Professor Dr. Ahmet Gümen, to discuss the 2027-2029 Plant Production Planning, the minimum and maximum annual production quantities of the products and product groups included in the planning, along with the basin crop pattern, were determined starting from 2027. Within the scope of production planning, production permits will only be granted for products included in the basin crop pattern list and compliant with crop rotation rules.

The Agricultural Production Planning Board, coordinated by the General Directorate of Agricultural Reform, met to discuss the 2027-2029 Plant Production Planning under the chairmanship of Deputy Minister of Agriculture and Forestry Professor Dr. Ahmet Gümen. General Director Dr. Osman Yıldız, General Director of Plant Production Uğur Erdem, General Director of State Hydraulic Works (DSİ) Mehmet Akif Balta, General Director of Livestock Salih Çelik, Acting Head of Strategy Development at the Ministry Göktuğ Bağlı, Deputy General Director of Fisheries and Aquaculture Dr. Hüseyin Akbaş and Deputy Director General of Agricultural Research and Policies Assoc. Professor Dr. Fatih Özdemir attended the meeting.
Holistic evaluation of strategic goals…
Following evaluations by the Board of the 3-year plant production plans proposed by the Provincial Planning Boards, within the framework of the Twelfth Development Plan (2024-2028), the Medium-Term Programme (2026-2028), the 2026 Presidential Annual Programme, the Ministry’s Strategic Plan (2024-2028) and national needs;
In line with the Plant Production Planning covering the period 2027-2029, the basin crop pattern and the minimum and maximum annual production quantities of the products and product groups within the scope of the planning were determined. Within this framework, production permits will only be granted for products included in the basin crop pattern list and compliant with crop rotation rules, as proposed by the provincial planning boards. The procedures and processes related to the permits will be carried out by the Provincial and District Directorates of Agriculture and Forestry. With this decision, it was unanimously decided to submit to the Authority that the regulations made will be implemented starting from the 2027 production year.

A climate-friendly production model centered on water…
With the decisions taken within the scope of Agricultural Production Planning, it was decided to create a production model that directly pivots on water and is compatible with climate change.
At this strategic juncture, the aim is to ensure that the country’s population can be adequately and balancedly nourished, that food supply security is uninterrupted, that critical inputs such as feed raw materials are met from domestic sources and that a sustainable structure is established that protects human, animal and environmental health.
The goal is to boost efficiency and quality in production, use resources more effectively and achieve a permanent increase in agricultural output by ensuring the sustainable use of natural resources. Thanks to this planning, the marketing problems experienced by our producers to date will be overcome, their welfare levels will be increased and the supply of raw materials needed by the agricultural-based industry will be ensured with determination.
